Default Mast Hoops + halyards = Friction

I have a 22' friendship sloop. When my parents bought the boat it had wooden mast hoops. The throat and peak halyward ran down mast to a two block mounted side by side directly against the mast. Then the halyards run aft to the cockpit through a Lewmar rope clutch.

The two blocks being mounted to the side the mast cause the halywards to force the hoops against the mast. The halyards chafe and the hoops scrape the side of the mast.

Can I move the mast blocks outboard and onto the deck? Any suggestions on how to do that?
