Default Whisker tang backing?

While doing some work on my bowsprit I found some rot in my bulwark so I figured I should pull the skin back past the whisker stay tangs. What I found does not seem appropriate to me, even though my bulwark is 2 inch thick the bulwark is drilled leaving the backing behind the whisker stay tangs a 1/2 in thick teak plank and 1/4 inch fiberglass skin with washers on the bolts.

I know the loads on the whisker stays are low but this appears to be inadequate to me (Although it has been sufficient enough for the past 35 years)
My boat is 36 ft. plus 6 ft. bowsprit at 22,000 lb.

Any thought and insight would be greatly appreciated!
