Default Tensioning stays & shrouds

I just replaced my bobstay, a 5' piece of 9/32" stainless steel wire rope, and I wonder how to tension it properly. I just 'tightened' it; moreover, none of the stays and shrouds on my boat have the same tension. Is there a method not requiring fancy tools to adjust these things?
